The road from Leonidio toward the monastery of Elonis follows a cut the maps still call the Dafnon. A house above that cut, or a field on the same road, arrives in English as a view. The email that reaches a British, Dutch or German buyer usually adds one of two adjectives: it is “in the park,” so nothing can be built, or it is “outside the park,” so the park rules do not apply. The State has written a longer sentence than either of those.
On 6 September 2010 the National Printing House published a joint ministerial decision of 3 August 2010. It sets uses, terms and building restrictions for land and water in the then municipalities of North Kynouria, Leonidio, Skiritida and Apollon in Arcadia, of Therapnes, Oinountas and Geronthres in Lakonia, and the communities of Kosmas in Arcadia and Karyes in Lakonia, in the area of Mount Parnonas and the Moustos wetland.
Leonidio is in that sentence. It is in the territorial scope. It is not, in the pages that have been read, a named town zone. No zone is titled “settlement of Leonidio.” The town appears as the pre-reform municipality, and later as the Leonidio–Astros road on the outer boundary of the envelope. A listing that says “Leonidio is a protection zone,” or the reverse, “Leonidio is outside the park, so there are no park rules,” is flattening the title.
A planning zone, in this paper, is a line the State draws on a map that decides what may be used and what may be built. Greece’s national land register, the Hellenic Cadastre, keeps a sheet for each plot — who is written as owner, in what share, what burdens sit on it — and a diagram of that plot on its hillside. The deed is the notarial contract that last transferred the house or the field. The 2010 line is a fourth paper, read against those three.
The 2010 decision creates four kinds of area inside the competence of the then management body, plus a wider envelope.
Areas of absolute nature protection come first. There are two, and only two: the Malevi cedar stand, and the Moustos wetland.
Areas of nature protection come next. There are eight listed. One of them is the area of the Dafnon gorge and the monasteries of Elonis and Sintza.
Stream-protection areas follow: linear strips.
Then the residual out-of-plan and out-of-settlement land of the named municipalities.
The annex adds an eco-development area named Ecological Park of Parnonas–Moustos. That is the outer envelope. The stricter zones sit inside it. The string “National Park” does not appear in the 2010 gazette.
The gorge under nature protection
The Dafnon gorge, Elonis and Sintza are a named nature-protection zone. The annex draws it on the 1:10,000 and 1:50,000 diagrams: a closed line of peaks, cliff edges and ridges, crossing the gorge.
It is not absolute nature protection. Absolute, in the same decision, is only Malevi and Moustos.
In the absolute zones every work and activity is forbidden, save licensed research, works that keep the natural features, interpretation works on marked paths, and the existing Malevi monastery and summit road, which stay as they are.
In the nature-protection zones, including the Dafnon gorge, the list is different: research; existing, mostly traditional primary uses — forestry, beekeeping, free grazing, farming; modernisation of existing livestock units and new extensive ones; farm-access roads after environmental licensing; enhancement works in the management plan, or with the management body’s assent; pedestrian access unless the operating regulation closes a stretch. New houses and tourist beds are not on that list.
Building is a sentence with a list after it
Written for the whole territorial competence of the then management body is the sentence “Building is not permitted.” The next sentences keep the use of lawfully existing buildings; allow additions for hygiene, safety, water storage and energy saving, including small renewable-energy installations under the exceptions of the 2006 renewable-energy statute, and only with the management body’s assent; allow small farm stores of at most fifty square metres, four and a half metres high, one storey; and allow wetland-management buildings provided for in the approved management plan. Wind-power stations and new quarries are barred in the same block. Forests keep their forest character. Native bank vegetation is kept.
The livestock, the fifty-square-metre store, the existing building and the ruin-restoration sentences are in the same paper. Ruin restoration, including ruined buildings, needs a documented form and, for representative traditional ruins, an opinion of the architectural committee. A house is not on the nature-protection list, and it is not one of those exceptions.
The tourist numbers sit outside the gorge
A more liberal list — marble quarries under a special study, tourism, sports, category-2 industry, infrastructure — is limited to land outside the absolute-protection areas, the nature-protection areas, the Moustos protection zone, and areas with an approved town plan. That is where “tourist accommodation is permitted” sits. It does not sit in the Dafnon gorge zone.
The numbers a 2008 draft made famous are in the final 2010 gazette, as tourist extras, not as a general house-on-a-plot package.
The lowest limit of subdivision and buildability for plots, except areas with an approved plan or general town plan and plots inside settlement boundaries, is six stremmata, six thousand square metres. By derogation, plots that already had four stremmata on the date of publication are treated as buildable. Roadside buildability derogations are abolished. Any higher buildability floor that already applies to a permitted use stays.
For tourist installations other than organised camps, on top of the other terms, the floor-area ratio is one tenth, the maximum built area is one thousand five hundred square metres, and the maximum coverage is ten per cent of the plot.
Those last three figures are tourist-installation extras, not ordinary off-plan house terms. Everything else goes to the off-plan building decree in force at the time, with the second-tier architectural committee on the permit. A listing that writes “minimum plot six stremmata, one thousand five hundred square metres, floor-area ratio one tenth” as the standard house rule near Leonidio is mixing those sentences. A listing that offers those tourist extras inside the gorge zone is reading the liberal list onto land that list excludes.
If a property falls in two protection areas, the gazette treats it as one for buildability and maximum built area, but each part takes only the use and the building that its own zone allows. A line on a map can split a field, and each part keeps its own rule.
Fifty metres is a strip
Linear protection areas run along the Dafnon, Vrasiatis and Tanos streams, fifty metres on each bank. The annex repeats that width and names the stretches: the Dafnon strip from the mouth to the boundary of the gorge protection area; the Vrasiatis the whole length, then named tributaries; the Tanos from the mouth to the Arcadia prefecture boundary. Native vegetation on the banks of streams and wetlands is kept and protected.
That is a zone type. The sentences that have been read do not add a separate “no building inside fifty metres” formula beyond the zone rules themselves. Whether a named plot sits inside a strip is a survey against the twenty-three 1:10,000 diagrams of the 2010 gazette. A cadastre parcel has not been overlaid on those diagrams for this note.
The instrument was born with a clock
The decision takes effect on publication and ends after two years, with the possibility of a one-year extension.
A later official extension, published in May 2013, extends the 2010 decision, as then in force, for one year from the date of issue of the extension, which was 16 April 2013.
The designation and that 2013 extension are the papers that have been read. A later gazette that keeps that clock running to 19 August 2026 has not, nor has a presidential decree that repeals, converts or replaces the decision. Whether the 2010 zones still bind a named plot today is a check against the management body and the current planning papers.
The 2010 decision still names the old Management Body of Mount Parnonas and the Moustos Wetland. That body is not the competent legal person on 19 August 2026. The official page of the Natural Environment and Climate Change Agency, which now runs Greece’s protected-area units, records the succession under a 2020 statute: the Management Unit of the Protected Areas of the Southern Peloponnese, seat in Astros, Kynouria, branch in Sparti, listing twenty sites of the European ecological network.
That same official page still presents the 2010 decision, and its amendments, as the institutional frame. A 2011 amendment mainly tightens research and renewable-energy siting outside the protection zones. A 2013 amendment adjusts procedure. Neither rewrites the gorge, the stream strips, or the six-stremma floor. The house numbers in this note rest on the 2010 text.
Two European sites
The gorge and the mountain are also two sites of the European ecological network Natura 2000, a different paper from the 2010 zones, which can overlap them.
The official European Environment Agency viewer and ProtectedSites service, on 19 August 2026, confirm two sites of Community importance under the Habitats Directive: the monastery of Elonis and the Leonidio gorge, with the Mana cave and the Galazia Limni, at 8,385 hectares; and Mount Parnonas and the Malevi area, at 55,675 hectares. The release date in that table is 14 December 2021. The official agency page lists the same two codes among the twenty sites of the Southern Peloponnese unit. It does not draw those sites onto a named field. The European type is a site of Community importance, not a special protection area for birds.
If someone mentions a 2011 biodiversity statute as a Natura buildability floor — ten thousand square metres outside plans and settlements, with a four-thousand-square-metre snapshot derogation for plots already buildable on 31 March 2011 — that is a sentence in the 2011 gazette. It is a 2011 snapshot. A 2026 consolidation has not been read. Those ten thousand metres are not stacked on top of the 2010 decision’s six thousand as if both always apply to the same square metre.
What still has to be open
For this purchase the remaining point is which 2010 zone the plot sits in, read against the twenty-three diagrams: the gorge nature-protection area, a fifty-metre Dafnon strip, residual out-of-plan land inside the ecological-park envelope, or land the diagrams leave outside. The use the price assumes has to sit on a sentence of that zone, or on a later paper the management unit and the current planning authority will show. What those two offices say on 19 August 2026 is the file a deposit does not replace.
